A 15-year-old boy remains in a critical condition in Canberra Hospital after the stolen car he was in hit a concrete barrier and flipped on Adelaide Avenue near Parliament House.

ACT Policing said the boy was out on bail for "similar offending" when the white sedan flipped on Adelaide Avenue before 5am today.

Police said the boy was found by emergency services between 5 and 10 metres from the upturned car "very badly injured and unresponsive" and rushed to hospital where he remains "critically unwell".

The car was found upturned on the road, surrounded by debris.

ACT Policing Acting Inspector Mark Richardson said speed was "clearly" a factor, and the car was "absolutely destroyed".

Adelaide Avenue was closed from the early hours of the morning, causing traffic delays.

Acting Inspector Richardson said the car had been reported stolen "on or around" April 14.

Police had unsuccessfully tried to stop the car on multiple occasions in recent days.

They said in one instance a police pursuit ensued, but was abandoned due to the car's high speed.

"I can't say whether that male that was located today was involved in those," Acting Inspector Richardson said.

"We have seen in other cases where people come in and out of stolen motor vehicles, if groups are involved, they may swap drivers."

Police said they could not confirm whether the 15-year-old was driving the sedan at the time of today's crash, and said officers would be checking emergency departments for other people suffering injuries.

They said they were currently unsure if any other vehicles were involved in the incident, but that would form part of their investigation.

Police did confirm the boy did not hold a driver's licence, was on bail and was breaching the conditions of his bail at the time the crash happened.

Acting Inspector Richardson said it was the second such incident this year involving a young person.

"The age of these people is really quite concerning, I mean these are 14 and 15-year-old children that are doing these activities," he said.

"Really the outcomes from some of these incidents are quite tragic, but would you be surprised this is the outcome of these sorts of actions?

"How do you stop a 14 or 15-year-old person getting behind the wheel of a car and engaging in this sort of activity? How do you get in the head of someone and stop them speeding?"

He said police would continue to try to "get the message out there" to prevent further incidents on the road.
