Man charged with murdering Molly Ticehurst was on bail for charges of rape, stalking, court hears

A western New South Wales man charged with murdering a young woman was on bail for several violent charges against the same victim.

As the accused appeared in court, Prime Minister Anthony Albanese said "horrifying" rates of violence against women was an unacceptable problem that all levels of politics and society had to address.

Childcare worker and mother Molly Ticehurst, 28, was found dead in a Forbes home early on Monday morning.

Her former partner Daniel Billings, 29, was later arrested more than an hour away in Fifield, north of Condobolin.

The Orange Local Court on Tuesday heard Mr Billings was on bail for charges including rape, stalking and intimidation when the alleged murder took place.

Court documents showed he was previously accused of raping Ms Ticehurst on three separate occasions, intimidating her on three separate occasions and wilfully damaging her property, including a car window and a pedestal fan.

The documents also showed Mr Billings was charged with aggravated cruelty against a 12-week-old dachshund puppy.

All the charges were related to incidents alleged to have occurred since December last year.

Magistrate David Day told the court Mr Billings was already accused of "three serious indictable offences" when the alleged murder took place.

He said the previous charges were in relation to the same woman found dead on Monday morning. 

Mr Billings remains in custody and did not apply for bail.

The matter has been adjourned until June 20.

'Veil of sadness'

Forbes Mayor Phyllis Miller said the local community was mourning the loss of a well-loved childhood educator. 

"There's a veil of sadness across our community," she said. 

"She touched a lot of children's lives in her occupation."

In the wake of the news, Mr Albanese told ABC News Breakfast the government would "look at every measure" to stop "horrifying" rates of violence against women in Australia.

"This is a responsibility of government at different levels, but it is clearly a society problem as well," he said. 

"The fact that more than one woman per week has died at the hands of someone that they know — whether it's a partner or someone in a relationship — is just completely unacceptable.

"We all have a responsibility to do what we can to address what is a scourge of violence against women."

According to The Red Heart Campaign, Ms Ticehurst's death on Monday marked the 31st violent death of a woman or child in Australia this year.

At a press conference Premier Chris Minns confirmed he had requested that the NSW Attorney-General review the circumstances leading up to the alleged murder.

"A family has lost their daughter, and a little boy has lost his mother," he said in a statement.

"Our justice system must protect the community from those who pose an unacceptable risk."

Mr Minns described that information as "crucial" to understanding how the events were able to occur.

"I can assure you that the NSW government is seeking all available information," he said.

"The Attorney-General is leading that inquiry and will share it with the people of this state as soon as it comes to hand."

Details of the review are being finalised and will be announced on Wednesday, Mr Minns said.
