Donald Low is a senior lecturer and professor of practice in public policy at the Hong Kong University of Science and Technology. He is also the director of leadership and public policy executive education there. He is the co-author of "PAP v. PAP: The Party's Struggle to Adapt to a Changing Singapore." When Lee Hsien Loong became prime minister of Singapore in 2004, the city-state was just emerging from seven years of weak economic growth.
