Paula Vennells, the Post Office chief executive, and her top spin doctor schmoozed MPs at private dinners in early 2013 as part of their communications strategy, a new document has shown.

At the time the Post Office was battling pressure from MPs representing postmasters in their constituencies who had wrongly been prosecuted for fraud, and it was resisting the work of independent investigators that threatened to blow the scandal open.

The chief executive's report, dated January 2013, recorded that "engagement across Westminster and Whitehall" was "increasing".
